UK Driving Licence Exchange in Spain: The Canje Process

The 2023 UK-Spain agreement, and why it exists at all

Before Brexit, UK driving licences were recognised across the EU through mutual recognition rules that applied to all member states. When the UK left the EU, that recognition ended, and for a period UK licence holders moving to Spain had no reciprocal exchange route at all, meaning a full Spanish licence from scratch, theory exam and practical test included, was the only option.

Spain and the UK closed that gap with a bilateral agreement, signed in Madrid on 15 March 2023, entering into provisional application the very next day, 16 March 2023. It restored an administrative exchange, a canje, specifically for UK licence holders, distinct from the general EU/EEA mutual recognition that continues to apply to European licences without any bilateral agreement needed.

Who’s eligible, and what the exchange actually involves

Any UK licence holder who becomes legally resident in Spain generally qualifies, provided their UK licence is valid and the relevant category is covered by the agreement. The exchange itself is a purely administrative swap processed through the DGT, Direccion General de Trafico, with no theory or practical test required, a genuine difference from countries without a canje agreement, where a full Spanish licence application is the only route.

This is not automatic, though. You need to actively apply for the exchange within the deadline below, and the DGT’s own appointment system is one of the more frustrating booking processes in Spain, with limited slots that release irregularly and disappear within minutes in high-demand provinces.

The 6-month deadline, and the psicofisico requirement

Non-EU residents, UK licence holders included, generally have 6 months from the date their Spanish residency is granted to complete the exchange. After that window closes, the UK licence is no longer valid for driving in Spain, regardless of its original UK expiry date, and driving on it past the deadline risks a fine of up to 500 EUR plus potential complications with an insurance claim.

Every exchange, UK licences included, also requires a psicofisico certificate, a medical and psychotechnical aptitude test from a DGT-authorised testing centre covering vision, reaction time, and basic health questions. It typically costs 50 to 80 EUR, takes about 20 minutes, and carries a limited validity window, so timing it close to your DGT appointment date matters.

Documents and the DGT process

• Original UK driving licence
• Official or sworn translation of the licence
• TIE or residency card
• Empadronamiento certificate proving your Spanish address
• Recent psicofisico (medical and psychotechnical) certificate
• Passport photos
• Completed DGT application form
• Proof of tasa payment, around 28.87 EUR

If you’ve already missed the 6-month window

The administrative exchange channel closes once the 6-month deadline passes, and it is not something you can simply pick back up later on the same easy terms. The default path forward is enrolling in an autoescuela and passing the Spanish theory and practical driving tests, the same route as any nationality without a canje agreement at all. A narrowly granted exceptional review can sometimes apply in specific circumstances, but this is not a route to rely on, and treating the 6-month deadline as flexible is a mistake we see cost people months of avoidable delay.

Costs and realistic timeline

Government costs generally run 65 to 100 EUR out of pocket: the DGT tasa at roughly 28.87 EUR, the psicofisico certificate at 50 to 80 EUR, plus translation if needed. Once your appointment is attended with a complete file, the DGT typically issues a provisional authorisation to drive immediately, with the physical Spanish licence arriving by post within four to eight weeks.
